Budget Manager manages and coordinates budgeting activities and the implementation of the organization's budget policies and guidelines. Monitors actual performance against estimates and prepares annual and interim budgets. Being a Budget Manager coordinates budget appropriations and responds to exception requests for funds. Monitors and analyzes performance against budgets. Additionally, Budget Manager implements and supports tools and reporting used for planning, forecasting, monitoring, and decision support. Requires a bachelor's degree in accounting. Typically reports to a director. The Budget Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Budget Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     BASIC FUNCTION:
    This position assists the BOCC or designee in major management decisions that have fiscal implications to the County, the development of internal management systems for budget, accounting, cost control, indirect costs and contract systems. This position receives direction from and develops, performs, organizes, manages, and provides leadership and oversight for financial activities providing recommendations to the Board. This is an exempt position.MAJOR DUTIES & RESPONSIBILITIES: 

    BUDGET: 
    1. Implement financial polices and procedures for County programs, develop and direct budget operations, in a manner that is consistent with the Washington State Budgeting, Accounting and Reporting Systems (BARS) and the financial limits of the state and federal program. 
    2. Assist in preparation of the annual County budget for the Board of County Commissioners. This includes review and recommendations of the proposed budget. 
    3. Work cooperatively with County offices for budget administration. Assist internal service funds with cost allocation principles. 
    4. Implement financial policies and procedures for newly established programs adopted by the Board of County Commissioners. 
    5. Provide effective budget administration of all budgeted funds by compiling, analyzing and interpreting confidential and sensitive financial data used in the formulation of the budget and make recommendations to the Board regarding adjustments, transfers and personnel staffing levels. 
    6. Assist in the preparation of required periodic and routine fiscal reports, financial reconciliations and management analysis reports. 
    7. Develop fiscal projection spreadsheets and other materials for proposals in collective bargaining and other labor negotiations. 
    8. Maintain manual and computer financial records to include preparing vouchers for payment of invoices and allocating expenses for various funds. 
    9. Act as fiscal liaison for the Board to the State Auditor for the annual County audit and participate in the review of the County’s annual report submitted to the Washington State Auditors. 
    10. Perform other duties as required by the Board of County Commissioners. 
    11. Develop, implement and monitor budgets for departments and functions delegated by the Board of County Commissioners. Coordinate multiple funding sources necessary to finance different County operations in accordance with applicable federal and state laws; develop and identify alternate revenue sources as necessary. 
    12. Provide financial data to the Board of County Commissioners, elected officials, and Department Heads. 

    GRANTS: 
    1. Coordinate County grant and contract management requirements to assure fiscal compliance. Assist in the preparation of the annual grant report and represent the County with state and federal grant sources regarding accounting and fiscal information. 
    2. Prepare grant accountability sheets for the annual grant report. 
    3. Maintain and manage County grants through the online grant application systems such as PRISM and EAGL. Submit quarterly grant billings and quarterly reports into the online grant application systems. 
    4. Secure, prepare, and monitor the development, management and compliance of assigned grants, contracts and agreements, and provide direction to departments regarding the financial terms in all County contracts 
    5. Prepare and maintain tracking system for County grant requirements including accounts receivable and grant billings. 
    6. Prepare grant application documents for submittal to various agencies. 

    KNOWLEDGE & ABILITIES: 
    Knowledge of:

    *Governmental organization and principles of public administration

    *Data processing and information systems for financial and record keeping systems 
    *Internal auditing principles, procedures and practices Ability to: 
    *Manage and coordinate the County’s fiscal operations 
    *Prepare, analyze and monitor budgets 
    *Recognize and solve accounting, budget and business problems 
    *Prepare and present comprehensive reports and recommendations 
    *Communicate effectively, both orally and in writing, with individuals and groups regarding complex or sensitive issues or regulations 
    *Establish and maintain effective working relationships with staff, County departments, public officials, Board of County Commissioners, labor union representatives, representatives of other agencies and the general publicMINIMUM QUALIFICATIONS: 
    Bachelor’s Degree in Business or Public Administration or Accounting or closely allied field and six years of professional experience in budgeting and/or accounting, including fiscal management and program analysis may be substituted. Relevant job experience may substitute for education requirements on a year for year basis. 
    Two years of experience in grant reimbursable accounting, two years of experience in governmental accounting, background in data processing and personnel management. 
    Knowledge of state and local budgeting and fiscal management policies and procedures, departmental programs and funding, management analysis and planning techniques.WORKING CONDITIONS: 
    Work is primarily performed in an office environment. Physical requirements include, sitting, standing, walking, reaching, pushing, pulling, a sense of touch, finger dexterity, ability to grip with hands and fingers, ability to speak and the ability to read. Occasionally, there is a need to lift up to 20 lbs.
