    Criminal Investigation Strategy Finance

    The following are the duties of this position at the full working level.

    • Independently evaluates, reviews, and monitors resource justifications, allocations and resource use for assigned program area(s) with special emphasis on conformance with CI's business plan and the IRS strategic plan and performance measures.
    • Independently identifies and researches budgetary and financial issues, evaluates resource allocations, develops written analysis of findings, and recommends alternative solutions.
    • Responsible for coordinating CI's budget submissions. Independently develops, reviews, and analyzes resource proposals for CI programs; coordinates with management to develop budget submissions and justifications and coordinates with Strategic Planning and Budgeting to facilitate CI's responses to Treasury, OMB and Congressional Staffs involving Division financial plan resource matters. Reviews program and funding changes and assesses program impact of budget cuts and/or legislative changes.
    • Projects labor resource requirements for salaries, benefits, and Full-Time Equivalents (FTEs) for the assigned area for both the current plan execution and subsequent year plan development. Also monitors support resources (e.g. equipment, supplies, facilities, and training) for assigned area.
    • Coordinates and provides oversight and advice in the financial review process, including reprogramming decisions and the development of narrative justifications. Independently develops strategies and recommendations to ensure maximum program delivery within the bounds of financial constraints.

    • The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages
    • This is a non-bargaining unit position.
    • Tour of Duty: Day Shift - Start and stop times between 6:00 a.m. and 6:00 p.m.
    • Alternative work schedule, staggered work hours or telework may be available.

    • A 1-year probationary period is required (unless already completed).
    • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
    • Submit to a drug test prior to your appointment and random drug testing while you occupy the position and have a negative result.
    • Obtain and use a Government-issued charge card for business-related travel.
    • Remain in POD. You will remain in your current post of duty but may be required to travel to a temporary CI duty location within your home POD's commuting area to sit in CI Space.
    • Travel to a temporary CI duty location will be based on business needs, with consideration given to location preference(s). Though many locations may be listed, you will be limited to selecting a maximum of five (5) location preferences. Please consider each location preference carefully when applying. If you are permanently selected for a position at one of your location preferences, that location will become your official post of duty.
    • Temporary NTE 1 Year, may be extended, may be made permanent without further competition

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

    You must meet the following requirements by the closing date of this announcement:

    SPECIALIZED EXPERIENCE: GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent GS-12 grade level in the Federal service. Specialized experience, for this position includes: Comprehensive experience working with budget concepts, process, financial coding structure and the interrelationships among appropriations; Interpreting the budgetary aspects of laws, regulations, policies and procedures, and providing guidance; Interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint; Proven experience in analyzing and relating financial data to work plans, business plans, Strategic Plans, and organizational accomplishments and communicating orally and in writing and making presentations clearly and persuasively. In addition, at this level your experience should include: Experience managing time, balancing priorities, and working effectively under pressure of tight timeframes and changing conditions; Advanced skills in using computer applications for word processing, spreadsheets, graphics, and communications programs; and experience with analytical and problem-solving techniques and extensive experience in automated financial systems.

    AND

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

    AND

    TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
