Auditing Director executes a comprehensive enterprise-wide internal auditing strategy, function, and practice adhering to auditing standards and regulatory requirements. Uses auditing governance frameworks and procedures to plan and manage the auditing schedules, projects, teams, and tasks required to meet defined objectives. Being an Auditing Director engages with other functions across the enterprise, like risk, finance, information technology, and security, to facilitate audits. Prepares audit reports and recommends enhanced controls or processes as needed. Additionally, Auditing Director builds auditing teams and expertise with coaching and developmental initiatives. Requires a bachelor's degree. Typically requires a Certified Public Accountant (CPA). May sometimes require Certified Internal Auditor (CIA). Typically reports to a director. The Auditing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.   • Position Summary

    Hawaii Independent Physicians Association (Hawaii IPA) is Hawaii’s largest association of independent physicians. Its vision is to preserve independent practice by creating an engaged, connected health community that empowers our physicians and their patients. In addition to advocating for the best interests of its members, Hawaii IPA provides operational leadership for its physician network in the planning and implementation of value-based programs aimed at reducing cost, improving quality of care, and enhancing patient and clinician experience.

    The Executive Director (ED) leads the administration of the organization and leads its value-based programs, administrative services, employees, contractors, and delegated staff. The ED is responsible for implementing the HIPA strategic plan in alignment with Hawaii IPA's mission and vision. In addition to overseeing management of the company itself, the ED will manage service and program operations to achieve the clinical, contractual and financial goals of the company’s agreements. The ED will also work closely with the Board of Directors to spearhead efforts to explore and secure new business development, physician recruitment and advocacy opportunities in service to its members. S/he will oversee HIPA’s Practice Support Team (a team of practice liaisons, care coordinators and other staff) that focuses on practice transformation, Patient Centered Medical Homes, improving patient outcomes and reducing cost of care.

    Role and Responsibilities

    IPA Administration

    • Develop, inform, and implement the organization’s strategic and operating plans in coordination with other HIPA leaders, Medical Directors and the Board of Directors (BOD).
    • Develop, implement and streamline company accounting, budgeting and financial planning activities.
    • Analyze, review, forecast, trend and interpret complex data to inform business decisions.
    • Develop outside professional and community relationships, such as engaging with outside clinical or community agencies to supplement areas of need within the programs.
    • Meet, vet, & negotiate with potential partners/products in the areas of healthcare technology, data analytics, population health management, etc. in order to enhance programs, quality and financial performance of the IPA and/or its subsidiary HIPA LLC, as well as individual physician participants.
    • Proactively assess and evaluate additional income stream opportunities such as new risk-based contracts, grants, and other collaborations with community, state, or private organizations.
    • Serve as HIPA’s representative and actively engage in planning, finance and other workgroups to ensure alignment with HIPA strategic, operating and financial plans.
    • Serve as HIPA’s representative at standing meetings or collaboratives as requested by the HIPA BOD.
    • Develop, implement and improve IPA business infrastructure, including but not limited to HIPA policies and procedures, SOPs, and contract management process.
    • Lead implementation and management of activities, initiatives and programs related to value-based care, alternative payment arrangements, clinically integrated networks, and MSO/PEO services, among others.
    • Oversee IPA membership application processing and onboarding of new practice members.
    • Lead or oversee special projects, including but not limited to HMO contracting, physician recruitment or advocacy.
    • Lead or facilitate BOD, Quality Steering Committee (QSC), Membership Committee, and Finance andContracting Committee (FCC) or other meetings under the President’s direction and in compliance withHIPA Bylaws.
    • Ensure fulfillment of HIPA business responsibilities, including but not limited to business filings, tax payments, annual 1099 issuance, accounting, and HIPAA compliance.
    • Ensure reliable and accurate processes and documentation in compliance with organizational, legal and ethical policies, procedures and standards and coordinate with external oversight bodies as needed.
    • Manage staff performance including supervising, coaching/counseling and developing employees.
    • Continually assess staffing needs to request budget approval as well as interview, hire, and train staff.
    • Other duties as assigned.

    Program Oversight

    • Oversee development, planning and implementation of all HIPA programs and initiatives, including but not limited to contracting, performance, budget, staffing and risk management for each program.
    • Oversee development and management of end-to-end program work plans, proactively identifying and addressing risks to goals and objectives at an organizational and programmatic level.
    • Oversee the implementation of physician engagement workgroups and communications, such as the Area Review of Clinical Outcomes program (ARCOs) and HIPA Quality Bulletin.
    • Develop, review and/or revise deliverables for completion and fulfillment of contractual obligations.
    • Anticipate associated payments for program activities and performance, overseeing validation of payment accuracy, assessing financial impact/risk and investigating and explaining deviations.
    • Continuously assess operational and program efficiency and effectiveness, proactively anticipating and successfully responding to risks and issues and using data where possible to make decisions.
    • Other duties as assigned.

    Education and Experience Requirements

    • Bachelor’s degree required; Master’s degree preferred
    • At least 3 years in healthcare management and/or operations (e.g. healthcare contracting, program implementation, etc.)
    • Knowledge of the technical, administrative, and economic issues facing physicians
    • Experience directly supervising a team of at least 5 people preferred
    • Experience working in a small business or start-up environment preferred
    • Valid driver’s license and access to reliable transportation

    Required Skills

    • Strong ability to analyze and interpret performance and financial data related to projects, programs and services to manage budgets, make decisions and drive outcomes.
    • Strong ability to review and interpret contracts in order to make recommendations and sound decisions.
    • Expert ability to multi-task in a dynamic environment, providing clear direction to employees, delegated staff and consultants in support of HIPA’s business objectives.
    • Excellent ability to listen and communicate professionally and effectively with physicians, staff, direct reports and stakeholders both verbally and in writing.
    • Able and willing to establish meaningful working relationships with internal and external stakeholders, focusing on continuous improvement of clinical outcomes.
    • Ability to develop and manage data and performance reports to create accountability and achieve defined and structured goals.
    • Ability to make independent decisions and represent Hawaii IPA’s mission, vision and values while collaborating with key stakeholders.
    • Ability and willingness to self-motivate, to prioritize and change processes to improve effectiveness and efficiency and adapt in a dynamic environment.
    • Ability to lead, motivate and mentor staff to foster a positive, productive working environment for a team that works across multiple sites and islands.
    • Understanding of healthcare economics and politics in Hawai‘i and nationally.
    • Strong computer literacy (Microsoft Office, Excel, Electronic Medical Record, etc.)

    Additional Notes
    This job may require occasional local or inter-island travel, so access to reliable transportation is required. It may also require occasional evening or quarterly weekend meetings due to availability of physicians and other clinical practitioners.

    Job Type: Full-time

    Pay: $150,000.00 - $190,000.00 per year
