  • Position Summary
    This position performs duties in planning, developing, coordinating, implementing, and supervising all City Parks, Unity Health and Fitness Center, and Milbank Cemetery. Develops or approves the maintenance and expansion of the facilities, programs, and related events for the City of Milbank.

    This position is responsible for management and administration of all personnel assigned to the Parks, Recreation, Facilities, and Cemetery divisions. This position is responsible for the overseeing of scheduling and supervision of all youth and adult recreation and fitness programs for the City of Milbank. This includes managing, creating, researching, budgeting, and implementing programs. This position meets with the City Park & Recreation Board once a month with a status report on all Parks and Recreation functions/activities.

    Essential Functions

    1. Planning: Develop short- and long-range goals and plans for future development and improvement for the city’s parks, Unity Health & Fitness, Lake Farley campsites, and recreational activities. Responsible for organizing seasonal maintenance activities for all facilities. Work with other divisions for citywide projects. Research, develop, and implement future grant opportunities. Performs research associated with department activities and prepares options and goals for policy consideration.
    2. Fiscal Responsibility: Budget development in cooperation with the Parks & Recreation Board, City Administrator, and Finance Officer. Financial management and record keeping for Parks, Recreation, Unity Health & Fitness, and the Cemetery to assure compliance with City regulations. Makes recommendations on staffing and capital improvements to properly sustain and/or progressively develop the activities and/or amenities of the department. Maintain equipment schedule for budget resources and replacement.
    3. Business Operations: Responsible for managing all contracts and business relationships. Responsible for staffing all divisions and all aspects of supervision including recruitment, hiring, training, monitoring, evaluating, and correcting performance, resolving workplace problems and conflicts, and administering discipline. Record daily staff attendance and assign daily tasks using work orders to staff. Track daily progress of work completed.
    4. Communication: Represents the department at various meetings, such as City Council, Parks & Recreation Board, Committee and Department Head meetings. Communicates with civic groups, service clubs, and organizations about activities of the department. Assures that programs are appropriately marketed to ensure community participation. Communicate project progress to all those involved, including the City Administrator. Communicate to staff upcoming plans for projects, events, schedules, staffing, and evaluate staff feedback. Conduct weekly meetings with division leaders to coordinate staff, equipment, and marketing. Oral, written, email, and text communication between division leaders on their respective division activities. Communicate, coordinate, and support other City Departments as needed.
    5. Parks & Recreation Board: Representative staff to the Parks & Recreation Board. Considers their recommendations when developing facilities and programs; policy development; short- and long-range goals; and other tasks as requested by the Board and approved by the City Administrator. Assures compliance with public meeting laws, including providing public notice of meetings, and ensuring appropriate agendas, minutes, and other meeting records are prepared; making recommendation to the Mayor to fill vacancies according to policy; equipping all new members with appropriate handbooks, by-laws, or other information; and providing all necessary support to the board, such as research and analysis, reports, and implementation of decisions.
    6. Cemetery Management: In cooperation with administration and the Parks and Cemetery Lead, maintain control of Cemetery schedules, grave excavation safety procedures, and grave set up. Ensure that funerals, interments, historical grave site research, burial records, etc. are properly coordinated, maintained, or managed.
    7. Park Management: Evaluate all parks and any other landscaped areas, including City facilities such as City Hall, the Veterans Memorial, and others. List maintenance tasks needed to make each park safe and attractive. Maintain inventory of picnic tables, barricades, trash receptacles, benches, BBQs, drinking fountains and signs, and develops plans for replacement and/or repair. Produce tree planting plan and communicate trees needed for purchase with the nursery to insure availability.
    8. Recreation: Approves development and implementation of comprehensive recreation programs, including seasonal parks programs, Unity Health and Fitness programs, and special events.

    Supervisory Responsibility
    This position manages all adult and youth personnel associated with Parks, Recreation, and the Cemetery. Manages all recreation events and is responsible for volunteer recruitment and oversight.

    Work Environment
    This position will primarily work indoors at our community recreational facility - Unity Health & Fitness but may also be required to work outside at our city parks – Farley, Flynn, Hurley, Jack & Jill and Pribyl; dog park; and tennis courts along with expanded camping facilities. The Parks & Recreation Director is expected to be engaged with the community and be present or have representation at major community events when necessary.

    Physical Demands
    While performing the duties of this job, the employee is regularly required to listen and engage in active communication. Sitting, standing, bending, and walking will be necessary from time to time. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

    Position Type/Expected Hours of Work
    This is a full-time position. Base hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. Occasional evening, weekend and holiday work may be required as job duties demand.

    Travel
    Occasional travel may be required for this position.

    Required Education and Experience
    High school diploma or equivalent. Experience with event and/or recreation planning, with special emphasis on youth activities and volunteer recruitment. Proficient in Microsoft Office Applications (Word, Excel, Outlook, and PowerPoint). Must possess a valid driver’s license. Formal education is not required but encouraged.

    Preferred Education and Experience
    CPR/AED certification is preferred.

    Additional Eligibility Qualifications
    Ability to obtain a South Dakota driver’s license and be insured by the City’s carrier.
